About Our Budget Work: With declining fiscal conditions and a looming economic recession, state budget matters and the money dedicated to the agencies responsible for implementing environmental law have taken on new and critical importance. Environmental Advocates of New York’s Fiscal Policy Program looks for innovative ways to ensure the state’s primary environmental agency, the Department of Environmental Conservation, has the resources it needs to effectively implement existing law and protect the health of our air, land and water.

Stimulating Green: A Search for Dirt in Federal Stimulus (January, 2011)

New York State has been on the receiving end of approximately $33.5 billion thanks to the federal American Recovery and Reinvestment Act, better known as the “stimulus.” Approximately $5 billion in stimulus funds were directed to projects and programs with environmental benefits. This is a significant investment. However, New York State has not always been a trustworthy steward when it comes to taxpayer dollars. In previous investigations, Environmental Advocates of New York has uncovered millions of dollars of spending or tax credits that work against New York’s green goals.
